摘要
循环经济是以最少的资源消耗和最小的环境代价实现经济效益的最大化。本文以入世后的经济全球化为背景,在确保国家经济安全的前提下,从资源利用的战略取向入手,探讨促进循环利用的政策调整以及二次利用产业体系的构筑。
Recycle economy consumes the minimum resources and pays the least environmental price to maximize economic performance, which involves broad area. Under the background of economic globalization after China joined the WTO, in the premise of ensuring the economic security of the nation, this paper begins with the strategy aim of resources utilization, probes into the policy adjustments of promoting recycle and reuse, and discusses the construction of the recycle industrial system.
