中国天然气产业规制问题研究

STUDY ON REGULATION OF NATURAL GAS INDUSTRY OF CHINA

我国目前正处于由计划经济向市场经济过渡的经济转轨阶段,一些自然垄断行业为了顺应经济制度的转变进行了拆分、引进竞争等方式以适应经济发展和提高资源配置效率,如电信、航空业等。天然气行业作为公共事业同样具有自然垄断特点,在进入大发展时期和经济转型期的双重机遇和挑战面前,其规制模式应该向着哪个方向倾斜已是当前的重大课题。本文通过运用自然垄断和规制经济学的理论,借鉴国外天然气产业规制模式,分析了天然气行业的技术经济特点,提出了放松规制是中国现阶段天然气产业的规制改革取向。

Recently, our country has been undergoing the phase from planned economy to market economy. Some natural monopolization industries such as telecom and aviation industry have made the spilt and introduced the competition to improve the efficiency of collocating resources. The natural gas industry, considered as government utility, has the feature of natural monopolization. Faced with the choice and challenge of rapid development and economic transformation, the development direction of industry regulation system model is an important project. By applying the theory of natural monopolization and regulation economy, and using the regulation system models of foreign natural gas industry for reference, this paper concludes the techno-economic characteristics of gas industry, puts forward that easing regulations is the future regulatory orientation concerning the reformation of Chinese natural gas industry.
