构建积极主权与全球化时代中国国家利益的维护

Construct Positive Sovereignty and the Maintenance of China's Interests in the Globalization Age

自近代主权理论提出后,主权与国家利益便开始形成一种“孪生兄弟”式不可分离的关系,威斯特伐利亚体系则加强了人们对于通过倡导主权来实现国家利益的认同。但是,主权与国家利益的内在关联性决定了传统排他性和自利性的主权观主要维护的是传统的封闭性和物质性国家利益。而在全球化时代,主权和国家利益已经发生了重要嬗变,开放主权观成了新的发展方向,同时非物质性国家利益日显重要。因此,应在传统主权观的基础上通过建构积极主权以更好地维护全球化时代的中国国家利益。

With the latter-day sovereignty theory being brought forward, a cotwin relation has come into being between sovereignty and the national interests. As the first international system, Westphalian System confirms people＇s identify with achieving national interests through sovereignty. But the immanent relation between sovereignty and the national interests makes the traditional sovereignty, with exclusive and self- serving, primarily serves for the nation＇ s close and hylic interests. In the globahzation age, there has been great changes of sovereignty and the national interests. Open sovereignty is the new trend and immaterial national interests becomes more and more important. So. we should construct positive sovereignty on the base of the traditional sovereignty in order to maintain China＇s interests better in the globalization age.
