Logic of Action of Political Mobilization——A conceptual model and its application

政治动员作为现代社会治理的一种方式,以其独有的功能效应和运作魅力而持续吸引政治科学的关注。但从目前研究现状来看,政治动员研究观念、方法滞后,解释不了基本问题和现实的变化,需要拓展新的研究空间。两个视角的深入应当成为研究前沿:政治动员的研究需要在界划各种类型基础上,注重分析动员过程中集体行动形成的隐秘机制———动员议题建构和公众聚合认同,以求取一般化理论知识;面对威权政体下政治动员往往带来“崇高的紧张”的结局、自由民主政体下竞选动员走向“失衡的承诺”的普遍化的现实,政治动员怎样克服“身份———功能”危机,以适应现代社会治理模式公共管理转向的趋势。

As a way of modern society administration, public mobilization continuously attracts the attention from political science with its unique functional effect and operational charm. But considering present research, political mobilization has back- ward ideas and ways and fails to explain basic problems and change of facts so it needs to develop a new space for research. The following two viewpoints can be the front of research ： on the basis of distinguishing various types, it should focus on analyzing the potential mechanism formed by collective action in the mobilization the topic building and identification of public polymerization to get general theories; faced with the fact that in the authorized political system, it always brings about ＂lofty anxiety＂ and ＂unbalanced commitment＂ of elective mobilization in the system of free democracy, how it can overcome the crisis of ＂identity function＂ to adapt to the trend of public administration of modern society administration.
