欧盟特保措施法及我国的应对措施研究

A Study of European Union's Regulations for TPSSM and Possible Counter-measures by China

中国加入WTO后,欧盟部长理事会通过了针对中国出口的“欧盟特保法”。了解该法的主要内容、基本程序,即在剖析欧盟特保措施“特”性的基础上,可以提出对策,以避免“欧盟特保法”对我国出口贸易的不利影响。

The paper focuses on the essentials and characteristic features of TPSSM （also called ＂the Product-Specific Safeguard＂, and a measure pursuant to the clause is hereinafter called a ＂Product-Specific Safeguard measure＂ or a ＂TPSSM measure＂） and the European Union＇s Regulation No. 427, and highlights the typical features of TPSSM by analyzing the European Union＇s regulations. It estimates the impact of possible TPSSM measures by the European Union on China＇s export, and puts forward some overall strategy and advice for counter-measures in dealing with possible TPSSM cases to be initiated by the European Union, in an effort to provide references of enlightenment to Chinese government for the whole work of tackling the worldwide TPSSM measures.
