摘要
就在外资银行预备拥抱人民币业务全面开放元年到来之际，中国银监会8月中下发的《外资银行管理条例》征求意见稿（下称“《征求意见稿》”）却“一石激起千层浪”，让在华外资银行绷紧了敏感的神经。
