江苏省卫生监督机构应对突发公共卫生事件现状调查分析

Investigation on status of health inspection and supervision facilities encountering emergent public health incidents in Jiangsu province

目的:掌握各级卫生监督机构应对突发公共卫生事件(突发事件)的现状,为依法加强应急能力建设提供依据。方法:采用抽样调查方法,对省、市、县三级共19个卫生监督所进行问卷调查。结果:江苏省各级卫生监督机构已经初步建立了突发事件应急机制,但现有的人、财、物等条件还不适应突发事件应急处理工作的需要,特别是县级卫生监督所比较薄弱,问题突出,表现在工作用房短缺,仪器和器材匮乏,工作经费严重不足。结论:各级卫生监督机构必须进一步提高应对突发事件的能力,进一步加大对引发公共卫生事件的违法行为的查处力度,并依法加强对突发事件应急处理工作的监督管理。

Objective：To understand the status of all levels of health inspection and supervision facilities encountering emergent public health incidents （shorted below： Emergent incidents） in Jiangsu, to provide the basis for strengthening construction of emergency response system. Methods： A questionnaire was carried out at 19 bureaus for health inspection and supervision at provincial, munici- pal and county levels through sampling investigation. Results：Emergency response mechanism has initially set up at different levels of facilities for health inspection and supervision. However, existing conditions such as personnel, fund and materials have inadaptable to the need of handling emergency response to emergent incidents. At county level bureaus for health inspection and supervision are still weakness especially, problems that focus on over-use of working space and equipment and short of, budget. Conclusion：All levels of health inspection and supervision facilities must raise the ability of encountering emergent incidents and further strengthening the force of inspection and punishment on breaking law action, which induced emergent incidents.
