董必武是新中国在政法工作方面的主要领导人之一。他认为执政党要通过依法执政的方式,逐步实现依法治国的方略。不宜再开展大规模群众运动,应当依靠法制来治理国家,做到依法办事。要党政分开,党员干部要带头守法,人民对国家权力进行监督。

Dong Biwu was one of chief leaders in the public security, procuratorial and judicial work in New China. In his opinions, a ruling party should gradually implement the overall strategy of the rule of law by exercising state power according to law. In this regard, a large -scale mass movement is not needed, but it is essential to govern the country according to the law. Party members, especially leaders, must play a leading role in obeying the law , and the people should supervise state power.
