建立与社会主义新农村相适应的资金良性循环机制

Establishing the Positive Capital Cycle Mechanism for New Socialist Countryside

我国现行的农村金融体制存在种种弊端,已不能适应农村经济发展的需要,金融体制的缺陷导致大量农村资金外流,农村金融需求受到抑制,资金陷入恶性循环。建设社会主义新农村必须为其提供金融支持,打造农村资金良性循环机制,这就需要进一步深化农村金融体制改革,包括构建多层次、多元化竞争性农村金融市场;进一步转变政府职能;放开对民间金融的管制等。

As the foundation of economical development, finance supporting is indispensable in building the new socialist countryside. However, the current rural finance system in our country, which inherent with different kinds of defects, is unconformable with the requirements of the development of the rural economy. It causes the outflow of massive capital, suppresses the financial needs and drags the countryside＇s capital into vicious cycle. In order to constructing the new socialist countryside, financial support and a positive capital cycle should be built, which requires a further deepening of the rural finance reform, such as establishing a multiplication and competitive rural finance market, further transform of the government function and loosing the control over non-governmental capital, etc.
