国家租金激励与中国大学治理

State-Rent-Incentive and University Governance in China

1949年以来的国家战略及其相应的计划经济是传统大学治理模式的主要解释变量。由此建立的以行政等级激励为核心的国家租金激励模式成为公立大学的主要激励模式,这种模式的传导性影响是以官僚崇拜、权学交易为特征的依附性媚俗的扩张,从而大学精神沦丧,大学的知识创造与知识传承的使命落空。现代大学治理要求大学融资多元化,政府逐步退出大学具体的经营事务,大学实行董事会领导下的校长负责制,以确保自由、多元的大学精神的重建和存续。

State strategy and its corresponding planned economies since 1949 are predominant variable that decided the traditional mode of uni- versity management. State-rent-incentive characterized by the administrative grade incentive became the primary incentive pattern in public universities. The conductibility influence of this pattern is the expansion of the obediently fawning vulgarity characterized by bureaucracy worships and by the grasping at the opportunities to study or simply the academic degree through public power. Consequently the spirit of university perished, the function of the tmiversity to create and pass on knowledge ends up in nothing. Modem university governance is characterized by the diversified financing and the government control retreating from the operative business in the course of university administration.
