Rationality of publication fees of scientific papers and their normalization

从学术研究和论文出版的公益性、国际惯例和科研经费转移支付的角度,论述学术期刊收取论文发表费的合理性,提出了发表费收取的录用与收费分离、科研经费支付、用途特定和稿费不抵等4条原则。认为问题的关键不在于发表费的存废,而在于国家、社会、学术期刊和科研单位是否承担起各自的社会义务,建立起比较完善的学术期刊出版保障体系。

From the angles of the public welfare charactertsttcs of scientific researches and paper publishing, the international practice and the transfer payment of research funding, the authors of this paper explain the rationality of paper publication fees of the academic journals. In the meantime, the authors propose four principles for the charging of the publication fees： the paper acceptance is separated from the fee charges, the publication fees are mainly from the research funding, the publication fees can only be used in journal publishing, and finally the authors＇ remuneration shouldn＇t be deducted for the difficulties of paying the publication fees. The authors of this paper hold that the question of ＂do or die＂ for the publication fees is not the key issue at present. For the purposes of ensuring the regular publishing of scientific journals and guaranteeing the rationality of publication fees, the paper suggests that the governments, various institutes and societies, and journal publishers should bear their responsibilities to establish a comparatively complete guarantee system for the academic journal publishing.
