摘要
构建区域创新系统是提高自主创新能力、加快科技创新和经济社会跨越式发展的根本保证,地方政府在构建区域创新系统中将发挥重要的作用。着重分析了政府在构建区域创新系统中的地位和作用,并对如何发挥政府作用提出了建议。
Establishing the regional innovation system is the basic assurance of improving independent innovation ability, speeding up the scientific and technical innovation as well as making breakthrough development. The local government will play an important role in establishing the regional innovation system. The paper analyzed the position and function of local government in establishing the regional innovation system emphatically and has put forward some suggestions for government on how to display it＇s function.
