摘要
工业民主是依据企业管理过程中的“分享管理”和“机会均等”原则发展而来,其核心是员工有权参与涉及其自身利益问题的决策和管理。确定工会在参与管理中的角色定位和权限划分,是企业民主管理立法的难点。通过立法确立符合企业实际的民主管理形式和方法,形成具有特色的企业民主管理运行机制,对调动劳动者积极性和创造性,推动企业发展具有重要意义。
The core of the democratic participation is that workers can participate in the decision-making and administration involving their interests, whose premises are the principles of share management and equal opportunity. In the course of the legislation of democratic management of the enterprise, it is the difficult point to defme the competence and function of the trade union. In order to give free rein to the initiative and creativity of the workers, to promote the development of the enterprise, the operation mechanism of the democratic management with characteristics should be established. Moreover, it is necessary to define the mode and method of the democratic management in the light of specific conditions.
