This thesis introduces a new learning method of E - Learning and expounds on the reasons why E - Learning appears and on the characteristics, systematic structures and related standards of E - Learning. The author puts forward his viewpoints by comparing it with the traditional teaching methods and taking into consideration the local primary and middle school teachers＇ training .
