摘要
20世纪70年代末以来,西方各国相继掀起了政府改革的浪潮。这场改革使支配了20世纪大部分时间的以官僚制为基础的传统行政管理模式转变为以市场为基础的新公共管理模式。本文分析了新公共管理理论的背景、内容及对我国政府改革的启示,以及需要注意的问题,以期有助于我国在吸收和借鉴此管理理论时有更理性的把握。
The huge wave of government reform across the western developed countries since late 1970s. It makes the traditional public administration model based on bureaucracy which had dominated for many years in the 19th century transferred to the New Public Management（NPM） model based on market. The article analyzes its backgrounds and contents of the NPM theory, and it puts forward some enlightenment to the government reform in China and the problems which we should pay attention to. The purpose is to help us master it more rationally when using and absorbing the NPM theory.
