贯彻实施“走出去”战略 全面提升黑龙江省对俄经贸合作水平

Implementing "Going Global" Strategy and Comprehensively Upgrading the Level of Economic and Trade Cooperation between Chinese Heilongjiang Province and Russia

“走出去”战略是党中央、国务院根据国内外形势的发展、变化,在对外开放新阶段提出的关系我国经济与社会发展的重大战略。本文分析了黑龙江省在对俄经贸合作方面,贯彻实施“走出去”战略的现状,并对如何实施“走出去”战略,在改善投资环境、加大“科技兴贸”力度、提升对俄劳务合作水平、农业合作水平以及发展对俄服务贸易领域合作等方面提出了相应的对策和建议。

＂Going global＂ strategy is a very significant strategy, which was proposed by the Central Party Committee and the State Council according to the change and development of the domestic and abroad situations at the new stage of China＇ s opening up to the outside world. This article analyzes the currnt situation of implementing the ＂going global＂ strategy in Heilongiiang Province＇s trade to Russia, and puts forward several countermeasures and suggestions on how to implement the strategy, prosper trade through technology and raise the level of cooperation on labor, service and agriculture to Russia.
