论述了环境成本内在化的理论依据，建立了数学模型。环境成本Ｐ等于自然资源价值Ｐ＿１与人类劳动产生新价值Ｐ＿２和恢复环境的价值Ｐ＿３之和。总的来看，环境成本内在化有利于环境保护工作，但要防止发达国家利用＂环境＂问题反对发展中国家的发展。

In this paper, theoretical basis for the internalization of environmental cost has been addressed'and mathematical model is established. Envionmental cost P is the total of the value of natural resource, P1 thevalue created by human labour P2 and the value for recovery of environment P3, Generally, the internalization of envionmental cost is benefitcial to the work of environmental proctection; howerer, we should prevent developed countries from using'environment' to appose the development of developing countries.
