Orientation of Rule by Law of People's Government of North China

华北人民政府是中华人民共和国的雏形,它在成立之初就确定了实行法治的施政方略。虽然只存在了1年,但在法律的制订、政府运行的程序化、司法过程的规范化等方面都进行了同现代法治精神相契合的探索,是中国共产党政权建设史上的独特现象。

People＇ s Government of North China established a strategy of rule by law when it was founded. Although it existed for only one year, it made much research on drawing laws, routinization of government operation, and standardization of judiciary, all of which conformed to the sprit of modem law. The program was a unique historical phenomenon of the political construction of the Chinese Communist Party.
