社会转型和人力资源资本化探析——兼谈新疆维吾尔自治区人力资源问题

摘要 随着社会经济全球化和社会转型步伐的加速,国与国及地区之间的竞争越来越激烈。当代的经济竞争从表面上看是对经济资源、产品质量和市场占有率的竞争,而实质上都是对高质量人力资源和知识技术的竞争。当今中国,经济发展已从以物力资源开发为中心转向了以人力资源开发为中心,人力资源已成为促进经济发展的第一资源,人力资源的开发和利用已成为促进经济发展的关键因素。特别是经济增长方式依托物质资源优势向依托人力资源优势的转变,更加呈现出这种竞争的威力。 As the globalization of social economy and the social transformation is speeding up, competition among nations and regions is getting more and more intense On the surface, modem economy is about economic resources, product quality and market occupation. However, in essence, the competition is about the quality of human resources, knowledge and technology. In modem China, the center of economic development has been transferred from exploiting material resources to exploiting human resources. This already turned out to be the prime resources in boosting up economic progress. Exploiting and utilizing human resources has already become the key element in economic development. Especially in the transformation of economic patterns from dependence on material resources to dependence on human resources, the above mentioned competition takes shows a more rigorous power.
