摘要
责任行政意味着权力与责任的对等,意味着权力与监督的匹配。《中华人民共和国公务员法》一方面通过“以人为本”的理念、责任行政意识、法律至上和官民平等意识等内部控制方法,另一方面通过公正的程序制度、问责制度、不作为的追究制度和监督制度等外部控制方法,体现责任行政理念,维持责任行政。
Responsible administration implicates the equivalence of power and responsibility, as well as the equivalence of power and supervision. The responsible administration was figured out on China's Civil Servant Law in two aspects. On one hand, it has the internal control measures, such as the philosophy of people first, the concept of responsible administration, the concept of legal first and equality of official and people. On the other hand, it has the external measures, such as fair procedure system, responsibility system, punishment system and supervision system.
