制度变迁的理论分析与体制改革的现实思考

A Theoretical Analysis on Institutional Change and a Realistic Thought of Institutional Reform

任何一项制度创新的绩效应表现为效率与公平的有机统一。我们判断一种制度创新是否有绩效,不仅要看它是否有经济效率,还要看它能否实现社会公平。然而,在过去近30年的体制改革实践中,我们在关于体制改革的性质及绩效评价上存在不够全面之缺陷,片面强调体制改革效率功能,有所忽视了体制改革的利益协调与公平导向功能。为了充分体现社会主义体制改革的本质特征,我们很有必要在研判现有的有关制度变迁理论基础上,对体制改革的性质与绩效评价,作出更为科学的理论分析与现实思考。

The performance of any institutional innovation should be the organic unification between efficiency and fairness. We should value the performance of an institutional innovation based on not only its economic efficiency but also its social fairness function. In the past practices of institutional reform, we have put undue emphasis on the efficiency function of reform, ignoring the interest harmony and social fairness at the same time. In order to embody the nature of socialist reform, we have to conduct a scientific theoretical analysis on the performance of institutional reform.
