The Long-term Strategy and Short-term Measure of Gansu Three Agricultures

要解决甘肃省的三农问题,必须制定以强化工农互动、协调城乡发展、加快农村剩余劳动力转移和建立生态转移支付制度为主要内容的“非农化”长期策略,并且要推行以改善农村基础设施条件、加大对农业的支持与保护力度、提高农业科技的创新能力与应用水平、推进具有甘肃特色农业发展的“产业化”为主要内容的近期措施。

To solve the issue of Gansu provincial three agricultures, we must formulate ＂non- agriculture＂ long-term strategy based on intensifying agriculture and industry interaction, balancing urban and rural development, speeding up the shift of rural surplus labor power and setting up ecological transmission payment system. And we should also pursue ＂industrialized＂ short- term measures including the content of improving rural infrastructure, enlarging the assistance and protection of agriculture, enhancing agricultural scientific innovation and application, facilitating Gansu agricultural development with special characteristics.
