环境风险评价与安全风险评价在评价目的上的相关性研究

Relativity Study on Environmental Risk Assessment and Safety Risk Assessment on Assessment Purpose

对具有安全风险和重大环境风险的建设项目,既要进行安全评价又要进行环境风险评价。目前,对于如何进行重大安全风险评价和环境风险评价,未见有具体的指导性建议。许多评价报告中,环境风险评价与安全风险评价往往雷同,不利于突出各自的重点和评价工作的深入进行。从对风险评价的认识出发,从评价目的上讲述二者的相关性,并简述其意义。

Both kinds of environmental risk assessment and safety risk assessment are needed to construction projects existing safety risk and great environment risk. At present there are not directive suggestions on how to conduct great safety risk assessment and environmental risk assessment. In many assessment report environmental risk assessment and safety risk assessment are nearly the same and it is not beneficial to the emphasizing of the importance and the full assessment of risk. Beginning from the knowledge of risk assessment, the relativity of this two kinds of assessments on assessment purpose is discussed and the significanees are also described in this paper.
