普通劳动者的职业技术教育在中国是一类新型教育,其发展受到多种因素的制约,关键是观念、资金、师资三个方面普遍存在的问题比较突出。根据《国务院关于大力发展职业教育的决定》精神,当前发展职业技术教育体制性改革迫在眉睫,“要素组合”型职教集团的改革选项,利于促进职教快速、均衡、健康发展。

Common laborer＇s vocational-technical education in China is a kind of new education. Its development is restricted by many kinds of factors. And the key and prominent point exists generally in the three aspects： fund, idea and the teachers. Based on The State Council＇s decision on developing vigorously the vocational education, the current vocational education institutional reform is imminent. The author proposed the ＂ essential factor combination ＂ vocational education group as the reform option to favor to promote vocational education＇s fast, balanced and healthy development
