在东北老工业基地改造中,随着“单位人”向“社区人”的转变,社区矛盾和冲突日益增多,靠政府的力量和社区自身的力量都无法解决。在老工业基地社区培育非营利组织十分必要,社区非赢利组织的介入对于解决老工业基地社区发生的矛盾和冲突具有重要作用。
