摘要
高校科研管理队伍创新素质建设的滞后是制约高校科研管理体制创新的根本要素之一。从市场经济、科技成果转化和创新的角度指出了培养高校科研管理人员创新素质的重要意义,并从理论和实践两方面探讨了创新素质培养的途径。
The backward state of creation quality construction of science and rescarch administrative staff in university is one of the esscntial factors restricting the creation of science and research administration. From the transformation and creation of market economy and scientific achievements, the paper emphasizes the significance of fostering the creativeness of science and research administrative staff in universities . The methods are also discussed from the aspects of theory and practice.
