新农村建设的主体是农民,新农村建设成败的关键在于作为人力资本的农民素质的提高。当前,我国农村劳动力资源丰富,人力资源开发潜力巨大,但是沉重的教育和医疗负担严重影响了我国农村人力资本素质的提高,制约着我国新农村建设的进程。因此,国家着力培育农民成为新农村建设的主体是一项非常迫切的任务。

Farmers are the main body in constructing the new countryside. Constructing the new countryside successfully for not, depends on promoting the qualifies of farmers which are the human sources. At present, labour power is fichful in countryside, and its potentiality is great. But the heavy burden of education and medical care restricts promoting the quality of labour power, and the process of constructing the new countryside. So that it＇ s a emergent task for our country to cultivate farmers to be the main body in constructing new countryside.
