构建社会主义和谐社会,需要加强和完善政府公共管理职能,提高政府提供公共服务和社会管理的能力;需要完善社会三大部门的平衡发展,促进社会和谐发展;需要减少公权力侵犯私权利的行为,完善权力监督制约体系。

During the process of constructing the harmonious society, the government＇ s public administrating function, the government＇ s ability of providing with public service and social administration, and the balanced development of the three social macro sections should be strengthened and perfected. The behaviors that public rights impinge private rights should be decreased. The supervision and balance system of administration rights should be improved.
