Practice and Thoughts on Transferring the Management Right of Yongtai Scenic Spot

基于永泰县旅游景区经营权转让的背景、方法、开发和盈利模式及其存在的问题,建议政府要发挥主导作用,进一步完善和规范“两权分离”,强化规划先行,明晰产权及监督管理,加强环保和资源整合,创建“大青云”品牌等措施,真正做到利用和保护双赢,实现开发利用和保护环境的和谐统一。

The article seeks to analyse some issues concerning the transfer of the management right of Yongtai scenic spots such as the background, the method, development, profiting mode and existent problems. It puts forward several suggestions to smooth the transfer of the management right. The suggestions include exploiting the leading role of the government, practising the separation of two rights, highlighting projection priority, ascertaining property right and supervision, enhancing environment protection and resources integration, and establishing ＂Daqingyun＂ brand. The goal is to balance exploitation and the environment protection with benefits.
