A multi-dimensional perspective of government responsibility

政府责任是一个交互的、动态的、发展的概念。文章试图诠释政府责任的语义(汉语、英语、法语、德语和日语等五大语系),阐述政府责任的核心价值转向(政治责任———经济责任———社会责任),分析不同学科(政治学、法学、经济学、社会学和公共管理学等五大学科)对政府责任的理解,建构政府责任的新体系(社会责任、经济责任、制度责任和生态责任),探讨政府责任体系的特征(系统性、层次性、交换性和回应性)。

Government responsibility is characterized by a mutual, dynamic and developmental concept. This paper is designed to interpret its meaning in the Chinese, English, French, German and Japanese contexts; to expound the shift of the core value from the political, economic and social perspectives; to analyze its rationale from the perspectives of politics, law, economics, sociology and public administration ; to establish a new government responsibility system consisting in the social, economic, institutional and ecological responsibility; and to explore the characteristics of such a system in terms of systematicness, hierarchy, interchangeability and reactivity.
