试析我国当前海外直接投资的问题及其对策

A Trial Analysis of the Issue of the Current Overseas Direct Investment in China and Its Countermeasure

国际直接投资活动日益加强是我国走向国际化的外在因素,资源、能源的缺乏促使我国加快海外直接投资。目前我国海外直接投资存在着海外投资法规滞后,投资激励机制缺位和海外投资的审批程序繁锁等问题。国家应完善海外投资法规,改善海外投资企业的激励机制,建立海外投资信息服务系统,简化审批程序等方面来刺激我国的海外直接投资。

Increasingly reinforcing international direct investment activity is the external factor for China to go to intemationahzation. The lack of the natural resources and energy resources imples us to quicken our steps of overseas direct investment. In China＇ s current overseas direct investment there exist such issues as backward statutes of overseas investroent, vacancy of investment encouragement mecbanism and overelaborate procedure for examination and approval. It is imperative to perfect statutes of overseas imvestment, improve the encouragement mechanism of overseas investment enterprises, establish the information service system of overseas investment and simplify the procedure, for examination and approval so as to be incentive to overseas direct investment in China.
