To ensure the effective participation of citizens in social and political life is one of the central elements of political civilization in the construction of socialism with Chinese characteristics. And the participation of citizens in public policy formulation is an effective way which is gradually exten- ding to our social and political lives of citizens. We should adopt a rational system for citizens to participate in public policy formulation in ＂orderly＂ patterns, and strive to create a good social and political life with the participation of our country＇s citizens which keeps up with the trend of world civilization and meets Chings national conditions as well.
