构建社会主义和谐社会必须具备制度保障,笔者认为,宪法是人民权利的保障书,并为社会主义和谐社会的提供制度保障、形式保障、基础保障和可持续发展的保障,完善与实施宪法是构建社会主义和谐社会的必要步骤。
