The emergence of ＂sub- urban groups＂ is a necessity of urbanization. Their offspring has demonstrated various negative mentality in urban llfe. The group is faced with more psychological conflicts and adaptation issues, which will eventually trigger a series of other social issues. Proper education and administration with psychological assistance to such an audience are a prerequisite of constructing harmonious society. The group＇ s negative mendality is generated from the interaction between individuals and their social environment, in which one＇s cultural aptitude, policies/regulations, family and educational institutions all play an important role. Therefore the education administration programs coupled with psychological assistance must be sought and developed at macro , middle and micro level.
