摘要
水利部黄河水利委员会的工作实践表明,将计划经济体制下“修、防、管、营”四位一体的黄河水利工程管理模式转变为适应市场经济需要,管理与养护分开,将使水管单位作为工程管理的责任主体地位更加明确,维修养护工作的专业化水平提高。
The practice demonstrates that water project management mode of the Yellow River transfers from conventional water project management system of integrating "build, prevention, management and operation" under the plan economy to separating management and operation and maintenance (O&M), is more suitable to the needs of market economy, which further clarifies the position of water management units as responsible body of project management and enhances the professional level of O&M.
