中国农村流动劳动力养老保障制度模式设计

The Mode Design of the Old-Age Insurance System for Floating Labors from Rural Areas in China

就中国农村流动劳动力养老保障制度建设进行探讨。通过对当前已经实施的农村流动劳动力养老保障政策的分析,指出其内在不合理性,并且说明不合理性在于其设计基点——供给原则有误;提出农村流动劳动力纳入社会保障体系的现实选择是按照需求原则来设计,进而给出具体操作方案;在此基础上,通过对国家补充农村流动劳动力养老金数额的估算,提出实施这一方案的财务路径。

The paper, mainly divided in three parts, discusses the establishment of the old-age insurance system for floating labor force from countryside. In the first part, through analyzing the present old-age insurance policy ,the author points out its internal irrationality, and proves that the basis the principle of supply is incorrect. And then, in the second part, the author suggests that the way of bringing the rural floating labor force into the social insurance system is to design a policy based on the demand and provides a detailed operating plan. At last, according to the estimate of the amount of the old-age insurance pension which the government would provide for the floating labor force from rural areas, the author consequently puts forward the financial methods that would be put into effect.
