Managing Properly the Relationship between Efficiency and Justice in the Sustainable Development in National Regions

效率是可持续发展的内在要求。公平是可持续发展的基础和体现,效率和公平在可持续发展中是高度统一的。现阶段,我国民族地区经济可持续发展面临着一系列制约因素,如:资源利用效率低、环境破坏严重、科技水平低、人口素质不高、区域发展不协调、收入分配领域不公、社会发展滞后等。为了实施可持续发展战略,就必须解决这些问题,正确处理好效率与公平的关系。

Efficiency is the intrinsic demand of sustainable development, while justice is the basis and representation of sustainable development. They are highly consistent in sustainable development. At present, the sustainable development in national regions faces lots of limiting factors such as low efficiency in utilizing resources, serious destruction of environment, low level of technology, low quality of people, inharmony of regional development, injustice in salary distribution field and the backward of social development. In order to carry out the strategy of sustainable development, we must solve these problems and manage properly the relationship between efficiency and justice.
