摘要
公务员上下级之间的良性互动不仅是实务层面的议题,同时也是理论层面的探究对象。本文从公共行政的行动理论视角,解读了《公务员法》中的公务员上下级关系,同时分析了良性互动的基础和体现,即三个方面:互依性、平等和共识性决策。
The civil servants' virtuous interaction between higher and lower levels is not only the subject of practice concerns, but also the object of theory concerns. This paper based on the Action Theory for Public Administration analyzes the virtuous relationship of public officials and proves that the base of the virtuous relationship is the follows: mutuality, equality and the decision of consensus.
