How Should the Township Government Fulfill Its Responsibility in Building Socialist New Countryside

作为党和国家政策最直接的落实者,乡镇政府在建设社会主义新农村过程中承担着无可替代的责任。然而,在履行责任过程中乡镇政府受到来自政府财政、体制职能以及政府同乡村治理关系等方面问题的困扰,由此乡镇政府必须围绕基层政府体制结构,围绕同村委会关系做出相应改革调整,才是摆脱困境的必然选择。

The township government holds particular responsibility in building socialist new countryside because it is the most primary and direct unit to carry forward the state government＇s policies. However, in the process of undertaking its obligation, the township government encounters so many blocks from government finance, government constitution or function and the relation between township government and village committee. Thus, the township government should reform its relevant system and improve its relation with the village committees so as to well fulfill its responsibility.
