论云南与东盟国家的贸易安全环境

On Yunnan's Business-Security Environments with ASEAN

云南与东盟国家的贸易安全环境,在冷战时期,处于冰冻阶段;冷战结束后,发生了复杂而深刻的变化;进入21世纪,呈现出总体稳定与局部潜在威胁并存的局面。一方面,民族、宗教、领土争端等引起的传统安全问题远未消除;另一方面,恐怖主义、跨国犯罪、毒品走私、传染性疾病等非传统安全问题日益突出。传统与非传统安全因素交织共存、相互作用,使云南与周边国家的贸易安全问题复杂多变,不确定因素增多。要充分认识到双边贸易安全问题的严重性,采取积极的应对措施,通过与东盟国家的对话与合作,使之得到实质性改善,以促进云南与东盟国家贸易的进一步发展。

Great changes have taken place in Yunnan＇s business-security environments with ASEAN. Advantages and disadvantages co-exist and develop side by side, indicating that Yunnan＇s business-security environments with ASEAN are generally stable, but there also exists a potential threat. Thus, we must pay more attention to such trend that the more Yunnan has business contacts with ASEAN, the more problems concerning their business-security environments will spring up. This paper puts emphasis on analyzing the difficult position in Yunnan＇s business contacts with ASEAN and the approach to solving it.
