云南省的高等教育结构调整从外部来说,要尽量减少干扰,要求基础教育要有大发展,从内部来看,发展要尽快上水平、上规模、上层次。云南高等教育结构体系调整改革,要从实际出发,要实事求是,立足于基本省情,力求适应市场经济环境,要遵循教育自身发展规律,有步骤地调整各级各类教育的比例结构,教育结构体系改革应适应社会及未来发展的需要。

Externally, the structural adiustment and reform of Yunnan＇s higher education should avoid interference and focus on the quick development of its elementary education. Internally, its development should aim at higher levels and goals and larger scales. So, its reform should suit the actual situation and the market demand, follow the law of educational development, optimize the structures at different levels and take the future social development into consideration.
