随着温州城市的扩展,广大城郊地区正处于急剧变化之中,产生了大量农村剩余劳动力。政府在城市化进程中的重要职责就是把握好经济转型的路径设计,解决好农村剩余劳动力转移问题,使农民成为城市经济中的积极生产者,融入城市经济,实现农民向市民的最终过渡。

With the extension of Wenzhou city, the broad suburban area is under great change, which brings a large number of unwanted rural labor forces. In the procedure of urbanization, the important responsibility of the government is to have a great control over plan for the change of the economic form, to solve the problem of the transfer of the rural unwanted labor forces, to change farmers into active participant in city economy, to let them melt into the city economy and to achieve the transformation from farmers into citizens.
