浅析新疆城镇少数民族群体性治安事件的特点、原因及对策

Analysis on Characteristics,Reasons and Countermeasures of Urban Minority Massive Social Order Affairs in Xinjiang

新疆城镇少数民族群体性治安事件具有突发性、互动性、地域性、民族性等特点,其主要原因是新疆城市规划、商业布局不尽合理,行政执法不规范,部分少数民族群众文化素质低,“三股势力”的渗透等。应正确贯彻执行党的民族宗教政策,发展地方经济,规范行政执法行为,提高少数民族法制观念,加强民族团结。处置工作中,各部门要相互配合,及时准确掌握情报信息,行动迅速,区分情况,掌握时机,依法处置。

Urban minority massive social order affairs in Xinjiang have the following characteristics, such as abrupt, interactive, regional and racial features etc. The main reasons are economic underdevelopment, unreasonable urban and commercial irregular law-execution, low cultural degree of part of minority mass and ＂Three Gangs＂, etc. We should carry the religious policy, develop the regional economy, normalize the administration, improve the people＇s legal concepts and strengthen the national incorporation. Each section should cooperate and control the intelligence reports, circumstance, control the opportunity, and handle by law.
