以外资为主体的地区经济发展：东莞市个案

Regional Economic Development with Foreign Capital as Principal Part： Case of Dongguan

外资对地区经济的跨越式发展具有巨大的拉动作用，但由于外资企业投资上的低效率性和游移性．致使以外资为主雄经济成分的地区自主创新和产业结构升级具有局限性、不稳定性，其可持续发展潜力与能力也具有不确定性。因此，为推进该类地区经济发展，应进一步消除体制与政策障碍；改革收入分配制度；切实转变政府职能．促进干群关系和谐。而提高自主创新能力应采取加快发展民营经济，鼓励支持民营资本投向重要行业和关键领域：提高利用外资的质量和水平，推动外资经济转制转型；加快建立技术研发基地等措施。

Foreign capital facilitate the saltant development of regional economy, however, the low efficiency and instability of foreign enterprises lead to the limitation and instability of independent innovation and upgrade of industrial structure in regions where foreign capital is principal part, and the potential of sustainable development in these regions is uncertain. So, we should remove institutional and policy obstacles, reform the income distribution system, transform government＇s function to promote the harmonious society construction of these regions. At the same time, we should quicken the development of private economy, encourage private capital to invest in important industries and fields, improve the quality and level of foreign capital utilization, impel the transformation of foreign enterprises and set up R＆D bases, etc. to enhance the capacity of independent innovation.
