摘要
制度变迁由旨在提高效率的社会需求所驱动，而社会则须提供必要的制度以实现这种需求的能力。这需要制度化明确与执行国有企业经营者激励，硬化预算约束；在优化国有企业内部制度环境过程中逐步完善其外部控制系统．积极发展公民社会及其中的公共参与机制。
Institutional change is driven by the social demand which aims to improve efficiency, and to meet such demand, relevant institution should be given. It is necessary to define and implement institutionally the inspiring measures for SOEs＇ operators, harden the budget restriction, perfect the SOEs＇ external control system while optimizing its internal institutional environment, develop the civil society and mechanism of public participation.
