摘要
相较于中东部．西部拥有良好的科研基地。却在科技管理的人力与财力上处于劣势。西部企业科研经费的投入较高．但产出效率却很低：政府可以通过科技活动税优惠政策，激活企业R＆D活动积极性；加大科技投入的监管力度，进而提高科技投入的产出效益。来提高企业科技创新能力。
Relative to middle and east regions, west regions have better R＆D base, but fewer human capital and funds. Westem enterprises invest more in R＆D, but the efficiency is lower. Governments may activate enterprises＇ positivity of investing in R＆D through tax preference, and enhance the supervision of technology investment to improve its output benefit, thus advance the innovative capacity of enterprises.
