摘要
我国政府分权的制度变革产生了不同层级政霄控制国有企业的控制杈结构。在同等条件下,地方政府控制的企业雇佣人数和劳动力成本显著高于非政府控制企业和中央控制企业:政府层级越低,其控制下的国有企业雇员越多,劳动力成本越高;但公司所处的地区市场化程度的改善有助于减轻这一负面影响。
Central, province, city and county government control a part of SOEs separately after decentralization, and firms controlled by local governments have more employees and labor cost than private firms and firms controlled by central government; firms controlled by lower level government have more employees and highest labor cost, but the improvement of market degree can mitigate this negative influence.
