公共危机管理是现代政府的重要职责之一。云南是滑坡、泥石流等地质灾害的频发地区,在特定的地质环境条件下,发生灾害或许不可避免。灾前及时撤离,可以最大限度地减少和避免人员伤亡和财产损失,其关键在于灾前科学预测,准确及时预报。为此,地方政府必须认识危机缓解在危机管理循环中的特有地位,重视危机缓解在公共危机中的可行性,重视研究制定具体的危机缓解措施。

The handling of the public crises is one important duty of the modem government. Under special geographical conditions, natural disasters like mud - rock flow and landslide will surely occur, and Yunnan is no exception. Timely evacuation before the disaster can reduce the loss to the minimum and the key to it is the scientific and accurate prediction. Thus, the local government must understand the special role of the crisis relief in dealing with crises and its feasibility, and work out practical measures.
