日本产业集群成长的支持性要素探析——基于东大阪市的案例分析

Analysis of the Supportive Factors for the Growth of Japan’s Industrial Clusters——Based on the Cases of Higashi Osaka

产业集群成长是产业集群朝向成熟阶段的发展过程,是一系列能力的获取和壮大过程。日本东大阪市中小企业集群发展实践表明,适应外部环境变化的能力、不断创造独特竞争优势的能力和构建良好环境界面的能力是产业集群成长的内涵。为此需要学习氛围与环境、竞合的压力与动力、多元化的支援体系、融合渠道及吸引性资源5类支持性要素,并且动态的产业集群成长需要支持性要素的适应性调整和变动。

The collective growth of industries, as one part of the process of industrial clusters＇ development towards their mature stage, covers a whole series of ability acquisition and steady expansion. The practical experience of the industrial clusters of Higashi Osaka City of Japan shows us that the adaptability to surrounding environment, unique competitiveness and a healthy environment are the necessary conditions for the growth of industrial clusters. The paper holds that it is therefore imperative to make available the following five supportive factors, that is, the atmosphere and environment for learning, the pressure and motivation for competitive cooperation, pluralistic supportive systems, channels for industrial clustering, and absorptive resources. And, what is more, adaptive readjustment of the said supportive factors is needed for the dynamic growth of industrial clusters.
