摘要
在满足通行能力及服务水平的条件下,不同的规划方案在道路上产生的各车型比重、车流、车速情况会有较大的差别,并进一步影响道路交通的环境影响及能源消耗。如何根据已知或可求的交通规划方案,得到相应的环境影响评价和能源消耗分析,已经成为交通系统可持续发展的必然要求。通过在交通规划模型与环境影响模型之间建立合理的衔接,从理论上对交通规划方法进行了改进,即在“四阶段法”之后增加了可持续发展预测评价阶段。改进的规划方法强化了环境影响和资源消耗对交通规划的影响,符合可持续发展的价值观。所举示例表明,对此问题进行定量研究是可行的。
Under the conditions of meeting the demands of capacity and service level, different planning schemes have different vehicle ratios, vehicle flow and vehicle speeds, and influence the environment and energy consumption further, It is necessary for the traffic system sustainable development how to obtain the corresponding environmental impact assessment and energy consumption analysis according to the known or calculable traffic planning schemes. By establishing the proper link between traffic planning models and environmental impact models, the paper makes an improvement on the classic "Four-Phase Model" traffic planning method, and the sustainable development prediction assessment is added. The improved planning method reinforces the environmental impact and resource consumption influence on traffic planning, conforming to the tendency of sustainable development. The example indicates the quantitative research on the problem is feasible.
